Outcomes of the Nineteenth Session of the WIPO Committee on Development and Intellectual Property: A Critical Reflection
Despite the high relevance of the issues discussed in the agenda of the WIPO Committee on Development and Intellectual Property (CDIP), the effectiveness of the CDIP in leading the development orientation of the work of WIPO has diminished remarkably. Under the banner of the implementation of the Development Agenda recommendations agreed in 2007, significant reform was expected, but today much continues as business as usual.

The concept of Farmers’ Rights recognized the role of farmers as custodians of biodiversity and helped to draw attention to the need to preserve practices that are essential for sustainable agriculture. This paper examines one particular aspect of such rights, perhaps the most controversial. It deals with the component of farmers’ rights referring to the use, exchange and sale of farm-saved seeds. Although that concept was initially introduced in 1989 with the aim of balancing the rights of farmers as breeders and of commercial plant breeders, a specific reference to the rights relating to seeds was only introduced upon the conclusion of the International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA) in 2001.
Highlights of COP 22 in Marrakech 2016, including interpreting the Paris Agreement
A year after the historic Paris Agreement was adopted, the UN Climate Change Convention held its 22nd Conference of Parties in Marrakech in November 2016. The WTO has a 1998 Work Programme on E-commerce. This Work Programme provides for the discussion of trade-related issues relating to electronic commerce to take place in the relevant WTO bodies: the Council for Trade in Services; the Council for Trade in Goods; the Council for TRIPS; and the Committee for Trade and Development. Tackling Antimicrobial Resistance: Challenges for Developing Countries
On 21 September 2016, a High Level Meeting was held on antimicrobial resistance at the sides of the United Nations General Assembly. It was followed by the adoption of a political declaration. This declaration paves the way for new coordinated actions on antimicrobial resistance backed by higher political commitment, on the basis of the Global Action Plan on Antimicrobial Resistance (GAP) of the World Health Organization (WHO). Foreign direct investment (FDI) is perhaps one of the most ambiguous and the least understood concepts in international economics. Common debate on FDI is confounded by several myths regarding its nature and impact on capital accumulation, technological progress, industrialization and growth in emerging and developing economies. It is often portrayed as a long term, stable, cross-border flow of capital that adds to productive capacity, helps meet balance-of-payments shortfalls, transfers technology and management skills, and links domestic firms with wider global markets. South Centre Calls on the WTO TRIPS Council to Support Access to Medicines and Technological Advancement for the Least Developed Countries
The South Centre fully supports the Least Developed Countries’ (LDC) request for an extension of the transition period granted to LDCs under Article 66.1 of the World Trade Organization’s Agreement on Trade Related Aspects of Intellectual Property Rights (TRIPS) in respect of pharmaceutical products for as long as a WTO member remains an LDC, and the waiver from obligations under Articles 70.8 and 70.9 of the TRIPS Agreement.
